US CBP Declaration Procedure
The Process
Before flying to or from the US, carriers must complete the following steps to obtain authorization to land or depart.
- Perform the Push Manifest to transmit crew and passenger information to the US authorities.
- Receive a confirmation email once the data has been successfully transmitted.
- Call the US airport authority, as per usual, to announce and confirm the flight’s arrival or departure.
If there is any change in crew or passenger data, or if information is missing or incomplete, carriers must repeat this process.

Push Manifest
By clicking the Push Manifest button, operators transmit passenger and crew data to the authorities at the destination.
Confirmation Email
After the push manifest is successfully transmitted to the relevant authorities, operators receive a confirmation email titled “Notification of Receipt of Transmission – FLIGHT (…)”.
Reminder: The CBP is merely confirming the submission. The email does not confirm that your manifest is valid, accurate, and/or complete. It is only a receipt.
Call Authorities
To request and secure permission to land or depart, carriers should, as usual, call the airport authorities. To find the appropriate contact, search the General Aviation Airport Fact Sheets database using the airport’s ICAO code.

Important Reminder
Pilots have legal responsibilities for their passengers before immigration authorities. As a result, they are typically required to verify immigration compliance.
This includes:
- Confirming that all API data has been properly transmitted to the authorities before departure
- Ensuring that the data matches the ID documents carried by passengers
The Last Transmitted Manifest serves as proof for pilots that API-PNR data has been transmitted to the authorities. It also provides the passenger list and identity document details as submitted, enabling the operators to detect and correct any discrepancies before departure.
