France has announced the extension of its Advance Passenger Information (API) and Passenger Name Record (PNR) data collection program to commercial business aviation operations.

Under Article L232-7 of the French Internal Security Code, API and PNR data must be transmitted to the French National Travel Data Agency (ANDV) for flights to and from French territory. As a result, operators conducting commercial charter flights involving France will need to ensure they can transmit passenger data in accordance with French requirements.

France will apply strict measures for non-compliance starting 1 October 2026, giving operators limited time to review their processes and implement the necessary reporting capabilities.

France’s Data Submission Requirements

API-PNR for commercial flights

France requires the transmission of API and PNR data for all commercial flights.

Requirements

  • API and PNR data must be submitted for passengers only (Crew data is currently not required).
  • Data must be transmitted at:
    • 24 hours before departure (H-24)
    • At departure (H0)

Scope

  • All arriving and departing international flights, including intra-Schengen routes.
  • Inbound flights to French overseas territories.
  • Flights from French overseas territories to mainland France.

The API-PNR system connection replaces GenDec submissions.

General Declarations for Private Flights

Private, non-commercial flights remain subject to separate reporting requirements through the General Declaration (GenDec) process where applicable.

Operators should carefully assess whether a flight qualifies as commercial or private, as different reporting obligations apply.

eu-LISA EES Checks for Inbound Extra-Schengen Flights

In addition to France’s API and PNR requirements, carriers operating flights into France from outside the Schengen Area must comply with the European Union’s Entry/Exit System (EES) requirements.

The EU agency eu-LISA has introduced EES to strengthen border management for third-country nationals travelling to the Schengen Area for short stays. As part of this framework, carriers are required to verify whether third country national passengers possess the necessary travel documents and authorizations before departure.

Failure to perform the required carrier obligations may expose carriers to operational disruption, denied boarding situations, or potential regulatory consequences.
