The French National Travel Data Agency (ANDV) has extended its API (Advance Passenger Information) and PNR (Passenger Name Record) data collection programme to include commercial business aviation. The requirement applies to all commercial flights to and from French territory, including on-demand (charter) operations involving a commercial transaction.

Operators must ensure they are connected to the French API/PNR system.

In accordance with the provisions of Section II of Article L232-7 of the Internal Security Code, API and PNR data must be transmitted to the National Travel Data Agency (ANDV) for all flights marketed to and from French territory.
This provision also applies to on-demand aviation when it involves a commercial transaction.
Since 2015, French authorities have prioritized connecting scheduled airlines.
The maturity of our system now allows us to confidently plan for the processing of all commercial flights, including business aviation.
All companies in this sector are urged to begin the procedures for these transmissions immediately.
These steps may be undertaken by the airlines themselves or delegated, under their responsibility, to a data provider.
The transmission methods and formats are governed by Articles R232-1 and R232-2 of the CSI, and the list of data by Article R232-14 of the CSI.
This compliance must be effective no later than October 1, 2026.
