France API-PNR: What Counts as French Territory and When Do Carriers Need to Transmit?

The French Agence nationale des données de voyage (ANDV) recently started collecting API and PNR data from business aviation operators flying to and from French territory.

But France’s API-PNR requirements are not limited to flights crossing the borders of mainland France.

French territory also includes overseas departments and collectivities. This creates some less obvious reporting scenarios: a flight can operate entirely within French territory and still require API and PNR transmission.

So, when does a business aviation operator need to transmit passenger data to the French authorities?

Here is what operators need to know.

Quick reminder of the new obligations

The French ANDV collects API and PNR passenger data from business aviation flights operated commercially. Crew data is not required. The requirement applies to both arriving and departing flights, including intra-Schengen flights.

Some exemptions apply. Read the requirements in more detail.

Reminder: strict enforcement starts on 1 October 2026. Article L232-5 allows fines of up to EUR 50,000 per journey for data that is missing, incorrectly formatted, incomplete or clearly false.

What does French territory encompass?

French territory includes metropolitan France, as well as all French overseas territories.

Metropolitan France
Mainland France and Corsica.

French overseas departments and regions (DOM)
Guadeloupe, Martinique, French Guiana, Réunion and Mayotte.

French overseas collectivities and territories (COM/TOM)
French Polynesia, Saint-Barthélemy, Saint-Martin, Saint-Pierre and Miquelon, and Wallis and Futuna.

When do operators need to transmit?

The key rule is relatively simple: domestic flights between two airports in metropolitan France are the only routes that do not require API-PNR transmission. This includes flights to and from Corsica.

Once a French overseas territory is involved, transmission is required.

This means that commercial flights between metropolitan France and an overseas territory are subject to reporting. The same applies to flights between two overseas departments, between two overseas collectivities, and between a DOM and a COM/TOM.

In other words, a flight does not need to cross an international border to trigger an API-PNR requirement.
